Methodology

Data Source: Program Performance Data (PPD:2026), released by the U.S. Department of Education for AHEAD rulemaking (January 2026).

Earnings Measure: IRS-sourced median earnings of program graduates, measured 4 years after exit, adjusted to 2024 dollars using CPI-U.

Benchmark: ACS-derived regional and field-specific earnings for high school graduates (for undergraduate programs) or bachelor's degree holders (for graduate programs). Programs fail if median earnings fall below this benchmark.

Suppression: Approximately 76% of programs are suppressed due to having 15 or fewer tax filers in the measurement cohort, per federal privacy rules.
